CBE Industries against Power Holiday

Coimbatore, Dec. 30 Industries in Coimbatore have planned to flood the Government and the State electricity board (TNEB) with telegrams asking them not to go ahead with the plan to enforce two-days-a-week power holiday but to resort to reduction in power cut to save the industries that were already reeling under the impact of severe power shortage and demand recession.

There are also indications that the industries might approach the Tamil Nadu Electricity Regulatory Commission (TNERC) against the decision of the Government since it is TNERC that has the authority to take a decision on such issues and if necessary, the industries may also seek judicial intervention.

Major industry associations in Coimbatore and large HT consumers have been called to attend a meeting at Coimbatore today evening by the Indian Chamber of Commerce and Industry (ICCI), Coimbatore, to discuss the issue and consider steps to be taken in case the TNEB notifies its decision on power holiday likely to take effect from January 1.

Speaking to Business Line, Mr Mahendra Ramdas, President, ICCI, said due to TNEB’s proposal to enforce power holiday and four hours power stoppage every day, the industries would not be able to get a reduction in Maximum Demand (MD) charges now available to them due to the power cut being enforced officially.

It is feared that the quantum of power available to the LTCT and LT consumers would also come down sharply and the proposed system would only aggravate the difficulties faced by the industries due to recession.

He said the industries in Coimbatore would consider various options available including appealing to the TNERC for a reconsideration of the TNEB’s decision on imposing a power holiday which would have to be borne by the industry in addition to the four hour peak hour restriction on drawal of grid power, making the cumulative impact of the power holiday very severe.

Replying to a question on what options the industries would consider, he said the members of the ICCI and other industry associations would send telegrams today to the Chief Minister and Electricity Minister and the TNEB officials urging them to drop the proposal for power holiday, which would have a crippling impact on the industry. Instead the board should come out with a reduction in power cut.

Mr Ramdas said the associations, if need be, also would seek judicial intervention. A meeting of the industry associations and large HT consumers has been called at Coimbatore this evening to take stock of the situation arising out of Government’s plan to enforce power holiday and consider the possible responses to any such decision.

Mr K. Elango, President, Coimbatore District Small Industries Association (Codissia), said very little time was given to the industrialists who attended the meeting to discuss the power situation at Chennai on Monday with their members and come out with their views. He said a lot of details have to be gone through before the industries could firm up their opinion.

He said a major question was how the decision on power holiday would be implemented and how it would be enforced to ensure compliance. Another major problem was how industries that were sourcing power from private power producers to meet the shortfall in grid supply would be able to cope with the new situation. At present, because of the 40 per cent power cut and the 4 hour peak hour power shutdown and two hour load shedding, the industries were able to assess the deficit in power availability and are able to source additional power from private power producers to meet the shortfall.

But this may not be easy once the power holiday is introduced for two days a week and there could also be difficulties in sorting out the labour problems because of frequent changes in working days/holidays which would have an unsettling effect on running the industries. He said it was the TNERC which has the authority to take decision on such policy issues and hinted the industries would appeal to TNERC once an announcement on power holiday is made.

Mr J. James, Coimbatore District President, Tamil Nadu Association of Cottage and Micro Enterprises (TACT), feared that the new plan would have a crippling impact even on the barely surviving micro and small enterprises and wanted the power cut to be scrapped. Appeals have been sent to the Chief Minister and Electricity Minister in this regard.

Suzlon acquires Martifer's tranche

Mumbai, Dec. 30

Suzlon Energy Ltd on Tuesday announced the acquisition of the first tranche of Martifer Group's stake in REpower for euro 65 million. The transaction takes Suzlon's holding in REpower to 73.71 per cent. Suzlon already holds 91 per cent voting rights in REpower through an existing agreement with Martifer.
Suzlon and the Martifer earlier this month had entered into an agreement on a revised payment schedule for Martifer's 22.4 per cent stake in REpower. According to the new terms, Suzlon acquires the stake in three tranches by payment of ?65 million in December, ?30 million in April, 2009, and the final tranche of ?175 million in May 2009, which will take Suzlon's ownership level to approximately 91 per cent in REpower.

TN wind power producers seek Govt support

Chennai, Dec. 30 The Indian Wind Power Association has sought the intervention of the Tamil Nadu Government to direct the Tamil Nadu Electricity Board to return the wind energy banked with it by the wind energy producers.

According to a press release from the association, the TNEB is yet to implement the Tamil Nadu Electricity Regulatory Commission’s (TNERC) order of November 28 directing the electricity board to return to the wind energy generators the 315 million units of power banked with it as of October 2008.

The commission has said the power has to be returned in five equal monthly instalments between December 1, 2008 and April 30, 2009.

The Commission had reiterated this point on December 24 while dismissing a review petition by the TNEB on this issue.

Power Cut Lifted, But Power Holiday Introduced...

CHENNAI: The State government has proposed to lift the 40 per cent power cut imposed on high tension (HT) industrial units and commercial establishments and 20 per cent cut on low-tension (LT) consumers and LT current transformer (LTCT) service connections.

Instead, the industrial units will have their operations five days a week. A system of holidays for different regions on two days a week will be in force by dividing the State into six regions.

Peak-hour restrictions, now applied in the case of the HT, LT (industrial and commercial consumers) and LTCT consumers, will continue.

If approved, the new system of regulations will come into force on January 1, according to a senior official.

A formal order is likely to be issued in a day or two.

This was decided at a meeting held by Electricity Minister Arcot N. Veeraswami with industrialists at the Secretariat on Monday.

Senior government officials were present at the meeting.

Two options were discussed at the meeting. One pertained to the introduction of the five-day week. The other option was reduction in the quantum of power cut from 40 per cent to 30 per cent for HT consumers and 20 per cent to 15 per cent for LTCT consumers.

The official explained that the move to lift the scheme of power cut and follow the system of regional holidays was on the basis of the government’s anticipation of reduction in demand for power from industry in the wake of global meltdown.

The Tamil Nadu Electricity Board would be able to save 800 to 1,000 MW by following the new regulations.

Noting that Neyveli Lignite Corporation had stepped up its generation of late, the official said that of about 1,100 MW, the State was getting around 830 MW. Another 300 MW was expected in a few days.

According to the Minister, a total of 600 MW of the Central share would be received by the middle of January.

Relief to Board
Through peak-hour restrictions, the Board was getting relief to the tune of 1,200 MW. The official said the authorities were contemplating disconnection of the service connection as a deterrent measure in the event of violation of the restrictions.

The government was keen on ensuring a minimum of 20 hours supply to domestic consumers and 10 hours three-phased supply to agriculturists, the official said.

M/o of Urban Development


• Under the Urban Infrastructure and Governance (UIG) component of Jawaharlal Nehru National Urban Renewal Mission (JNNURM), cumulatively, 351 Projects were approved.

• The percentage of Additional Central Assistance (ACA) committed for the UIG Component has already exceeded the halfway mark of allocation for the entire Mission period.

• ACA for Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) has been released in respect of 505 projects in 415 towns out of 691 projects covering 558 towns approved by the State Level Sanctioning Committee. The releases comprise almost 50% of allocation for the entire Mission period.

• Urban Reforms are on fast track with innovations at State and City levels

• National Urban Sanitation Policy was launched.

• Service Level Benchmarks were laid down in key areas of Municipal Functions

• Ministry of Urban Development was jointly identified with the Ministry of Housing and Urban Poverty Alleviation for the “”National Mission on Sustainable Habitat’ in Prime Minister’s National Action Plan on Climate Change.

• A Capacity Building Scheme for the Urban Local Bodies was launched.


Jawaharlal Nehru National Urban Renewal Mission (JNNURM) has set the agenda for Urban Transformation across the country. Since the launch of the Mission. Memoranda of Understanding has been signed with 62 of 63 Cities and so far, 59 Cities have been covered under assistance. The percentage of Additional Central Assistance (ACA) committed in 3 years so far, as against allocation of Rs 25500 crore (UIG Component) for the entire Mission period of 7 years is 63.81%. The total project cost approved is Rs. 3360.94 crore, against which, the ACA released is Rs. 5041.47 crore. Also, of the 351 approved projects, State Governments have reported that physical work relating to 22 projects have been completed.

Under Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT), 691 project reports of 558 towns have been approved by the State Level Sanctioning Committee, out of which ACA has been released to 505 projects in 415 towns involving Rs. 3192.39 crore. The State Governments have informed that physical work relating to 45 projects under UIDSSMT have been completed.

Urban Reforms

JNNURM has catalysed cities to undertake important reform initiatives. The cities have undertaken reforms which contribute to sustainable functioning of urban local bodies (ULB).

Some fresh initiatives include:

• Comprehensive Land Title legislation in Rajasthan,

• Creation of a Municipal Cadre – Municipal Accounts Service in Andhra Pradesh,

• Setting up of Urban Transport Fund in Surat and Pimpri-Chinchwad,

• Setting up of Urban Transport Authority in Hyderabad, Jaipur, Chennai, Bangalore and Mumbai.

• ULBs have initiated various steps to improve their collection of property tax and user charges in a financially sustainable manner.

Public Private Partnership (PPP) Initiatives

The Mission Cities have agreed to include promotion of PPP through appropriate policies and projects as a part of the reform agenda. A number of States such as West Bengal, Maharashtra, Kerala and Gujarat have adopted PPP Policy. PPP Cell has also been established by Assam and West Bengal for promotion of PPP for infrastructure projects in their States. PPP initiatives have been taken by Indore, Vadodara, Pune and Ahmedabad for establishing City Bus services. PPP initiatives have been taken by Kochi in Solid Waste Management.

Focus on Water and Sanitation

Water Supply projects covering augmentation, distribution network and metering are under implementation in 46 Cities. In particular, in 26 cities, the citizens will also get water supply round the clock (24X&) at 135 – 150 litre per capita per day. Sewerage network and connectivity to households is under construction in 33 Cities. Upon completion, the cities will discharge sewerage into network systems rather than directly into nallahs and Sewerage Treatment Plants (STP) will treat sewerage before safe disposal. Solid Waste Management Projects are under implementation in 30 Cities and upon completion, the collection efficiency is expected to increase to 100%. Crude dumping will be eliminated with the creation of engineered landfills with positive results for water quality and environment.

National Urban Sanitation Policy

The National Urban Sanitation Policy was announced in 2008, the international year of sanitation. The Policy was formally launched through a workshop on 12th November 2008. The National Urban Sanitation Policy envisages transforming all the towns and cities of India into 100% sanitized, healthy and livable spaces and ensuring sustained public health and improved environmental outcomes for all its citizens. Special focus has been given to hygienic and affordable sanitation facilities particularly for the urban poor and women. The policy focuses on achievements of outcomes rather than on mere construction of infrastructure, and emphasizes building capacities at the city level. The main components of the policy are awareness generation and bringing about behavior change, achieving open defecation free cities, re-orienting institutions and mainstreaming and prioritizing sanitation in all urban management initiatives at the national, state, city and local level; sanitary and safe disposal of wastes, promoting proper usage and maintenance of household, community and public sanitation facilities; strengthening urban local bodies to provide sanitation services by supporting need based capacity building and training at state level.

Bench Marking of Urban Services

The Ministry of Urban Development has prescribed Standardized service level indicators for four basic urban services (water supply, sewerage, Solid Waste Management and Storm Water Drainage) for enabling Cities to monitor, manage and improve their services delivery performance for basic services. Comprehensive set of guidelines with indicators (covering access to services, quality and reliability of services, cost effectiveness) and a framework for data collection, collation and analysis and a reporting mechanism as well as Bench marking has been prepared and circulated. The Mission cities in particular are expected to keep these bench marks in view while implementing projects under the Mission.

Other Initiatives of the Ministry of Urban Development

( a) Interventions for JNNURM: A few of the various innovations undertaken by the Ministry of Urban Development for better implementation and monitoring of the projects sanctioned under JNUURM are as follows:

(i) Supporting professionally manned Programme Management Unit (PMU) at State level and Programme Implementation Unit (PIU) at ULB level

(ii) Third party monitoring through appointment of Independent Review and Monitoring Agencies (IRMA)

(iii) Capacity building and communication activities for slow performing cities through Rapid Training Program (RTP)

(iv) Peer Experience and Reflective Learning (PEARL) to foster cross learning among cities and institutions

(v) Community Participation Fund (CPF) with the objective of enhancing engagement of citizens in the process of urban management.

(b) Credit Rating of Urban Local Bodies (ULB) - The financial requirement for funding urban infrastructure is significant and it is recognized that public funding alone will not be sufficient. In order to facilitating leveraging of debt for urban infrastructure projects, credit rating of ULB has been undertaken. In the Mission Cities, of the 57 ULB which have been assigned draft ratings , 36 ULBs have investment grade credit rating,

(c) Accrual Based Municipal accounting - A National Municipal Accounting Manual based on accrual based double entry accounting system was prepared and circulated to all the States/UTs in January, 2005 to provide a common framework and simplified toolkit to the ULB for recording accounting entries. As a result now, almost all the States have either adopted double entry accounting system or are in the process of adopting the same.

( d) National Urban Information System (NUIS). A Centrally Sponsored Scheme on NUIS was launched in March 2006 to develop GIS databases for 158 towns/cities in the country. The major objectives of the scheme are to develop attributes as well as spatial information base for various levels of urban planning, use of modern data sources, develop standards and urban indices, and build capacity of personnel in State Town and Country Planning Departments and the ULB in NUIS Scheme towns. So far satellite images have been received for 140 towns, aerial photography has been completed in 35 towns, and data collection is completed in 47 towns. Besides, 28 training programmes as well as 4 regional workshops have been conducted under the Scheme.

(e) Capacity Building in Urban Local Bodies (C-BULB). A Capacity Building Scheme for Urban Local Bodies was launched in 2008-2009 for providing grants to build capacities of the officials and elected representatives in ULBs. The capacity building programme for ULBs would address the needs of those municipal bodies which are not covered under JNNURM or other schemes of the Ministry like UIDSSMT.

Urban Transport

The National Urban Transport Policy (NUTP) was formulated by the Government in 2006. The policy, inter-alia, seeks to promote integrated land use transport planning, better use of public transport and non-motorized transport mode, use of cleaner technology.

Progress in the Field of Urban Transport

• Delhi MRTs phase-I consisting of 65 kilometers has already been completed at a total cost of Rs. 10571 crores. Delhi MRTs phase –II and its extension for about 125 kilometers at a total cost of Rs. 19,000 crore is in progress

• Metro Rail projects have been approved for Bangalore, Kolkata on DMRC pattern and for Mumbai and Hyderabad on PPP pattern and are in different stages of progress. The metro project for Chennai is under advance stage of consideration.

• Proposals for Bus Rapid Transit System (BRTS) in Ahmedabad, Bhopal, Indore, Jaipur, Pune / Pimpri-Chinchwada, Surat, Rajkot, Vijayawada and Vishakhapatttnam have been approved under JNNURM scheme of the Ministry at an Estimated outlay of Rs. 4510 crore covering 409 kilometers with Central Financial assistance of Rs. 2065 crore.

After the NUTP was launched in 2006, a number of initiatives, particularly for capacity building, were taken to operationalise the Policy.

• World Bank/DFID assistance was availed for preparing the toolkits and guidelines, which were finalized in a national workshop in June.2008 for capacity building of State/city level Urban Transport Authorities and other stakeholders: - These toolkits related to:

i) Institutional Frame Work for Urban Transport – Guidelines.

ii) Toolkit for alternative analysis.

iii) Bus System (BSM) toolkit.

iv) Toolkit for Public Private Partnership (PPP).

• Asian Development Bank (ADB) assistance was availed for preparing the toolkits and guidelines, which were finalized in a national workshop in July 2008 for capacity building of State/city level Urban Transport Authorities and other stakeholders, The toolkits related to:

i) Toolkits/guidelines for Bus Service Improvement and Bus Rapid Transport (BRT).

ii) Toolkits/guidelines on Parking and non-Motorised Transport (NMT).

iii) Toolkits for Comprehensive Mobility Plan (CMP).

• World Bank/GEF assistance was availed for preparation of Sustainable Urban Transport Project in 9 demonstration cities to be implemented over the next 4 years with the World Bank, GEF, UNDP and JNNURM assistance.

• A new scheme of urban transport planning has been launched w.e.f. August, 2008 for providing Central financial assistance up to 80% for taking up traffic and transportation studies and preparation of Detailed Project Reports (limited up to 50% in case of DPR). The scheme covers the wide gamut of urban transport matters for promoting comprehensive and integrated urban transport planning, studies, integrated land use and transport planning, comprehensive mobility plans, preparation of DPR, clean development mechanism (CDM) studies, Intelligent Transport System (ITS) studies, launching of awareness campaign in line with the NUTP, 2006.

• In October 2008, the Ministry of Urban Development and National Capital Region Planning Board co-ordinated with the State Governments of Haryana, Rajasthan, Uttar Pradesh and Delhi for facilitating the signing of Reciprocal Common Transport Agreement for unrestricted movement of vehicles in National Capital Region (Contract Carriage).

• An International Exhibition cum Conference on Urban Transport-Urban Mobility India was held in December 2008.

Cabinet gives go ahead for an integrated energy policy

NEW DELHI: The Union Cabinet on Friday gave its nod to the integrated energy policy that seeks to chart out a roadmap for energy security to achieve sustainable growth over a reasonable period.

The policy, prepared by the Planning Commission, is aimed at optimal exploitation of domestic energy resources while exploring and acquiring assets abroad to attain energy security for the country.

Briefing the media here after the Cabinet meeting, Home Minister P. Chidambaram said: “India needs to sustain an economic growth of at least nine per cent over the next 25 years if it is to eradicate poverty and meet its larger human development goals”. For this purpose, “it is necessary to evolve an integrated energy policy that provides a coherent framework of policy covering different energy sources in a consistent manner,” he said.

Among other things, the policy objective is to make energy markets more competitive through market-determined energy pricing and resource allocation along with transparent and targeted subsidy disbursal and improved efficiency. It also calls for appropriate energy pricing to promote investment in augmenting supplies.

While giving its approval, the Cabinet has also taken care to ensure that the policy is actually executed. “It has been decided to set up a monitoring committee under the chairmanship of the Cabinet Secretary for reviewing the progress of implementation of the policy,” Mr. Chidambaram said.

The integrated policy’s broad vision is to meet the demand for energy services throughout the country reliably with safe, clean and convenient energy at least cost. The policy has suggested that energy security can be ensured by augmenting the domestic energy resource base and maintaining reserves equivalent to 90 days of oil imports.

Also, building a strategic stockpile of nuclear fuel and acquiring energy assets abroad would play a role in ensuring energy security, it said.

As for taxes and subsidies, the policy has maintained that tax structures and the regulatory philosophy for the sector should provide a level-playing field to players, whether public or private while stressing that the subsidies should be transparent and targeted to the intended beneficiaries.

For public sector undertakings (PSUs) engaged in the energy sector, the policy has advocated autonomy and full accountability to ensure incentives for investment through their own resources and improvement in efficiency.

Turning to specific energy sources, the policy has pitched for phased adjustment of domestic-to-trade parity prices for petroleum products over a relatively short period. For coal, it said that prices should be left to the market.

For natural gas, however, the policy’s trade parity principles are altogether different as the fuel requires substantial investment in pipeline or, alternatively, in liquefaction, cryogenic shipping and re-gasification.

The price of natural gas, it says, can be determined through competition among different producers where multiple sources are available in a competitive supply-demand balance.

Suzlon’s rights issue gets nod

NEW DELHI: The Cabinet Committee on Economic Affairs (CCEA) on Friday approved Suzlon Energy’s plan to raise Rs. 1,800 crore via allotment of shares to the existing shareholders, including NRIs, through a rights issue, which the wind power major has apparently suspended.

Women scientist scholarship scheme

The scholarship is for women with a Science background and a passion for dealing with the latest scientific and technological inventions. Training in the area of intellectual property rights, particularly patent searches, understanding of patent specifications and preparation of technology scan report.

Who can apply
Candidates should at least be M.Sc / Ph.D in physical sciences, chemical sciences, life sciences or B.Tech, or B.E/ M.Tech or MBBS / MS / MD / MVSc / BPharma / MPharma with a good academic record. Familiarity in handling computers vis-à-vis databases, net-surfing and information searches is important. Those with research experience, preparing project reports and experience of thesis writing will be preferred.

Candidates should not be over 50 years of age.

Scholarship will be admissible for a period of one year and the amount of scholarship will be maximum of Rs. 10, 000 per month for candidates having MSc or BTech or MBBS or BPharma and a maximum of Rs. 15,000 per month for PhD/ MTech/MPharma/MVSc and MS/MD.

How much of the world’s energy could come from solar, wind and bioenergy?

A workshop at DTU will try to answer this issue. The workshop will take place on 14 - 15 January 2009 at DTU in Lyngby. See the programme and register at DTU Climate Change Technologies.

Only 1% of the world’s energy consumption comes from modern renewable energy technologies such as wind, solar and bioenergy. The upcoming energy workshop will contribute to raise that figure.

The aim is an energy system based on more renewable energy. Therefore, the workshop will present solutions to the main challenges which research, energy industry and politicians are facing. EU’s goal is to increase the share of renewable energy technologies to 20 % in 2020. Denmark’s goal is to reach 30% in 2025. The big question is how quickly it can be done, the obstacles to be overcome, and how research, energy industry and politicians must work together to make it succeed.

Energy must be available whenever society needs it. But renewable energy depends on how the wind blows and how the sun shines. Therefore, storage of renewable energy is one of the major challenges to future energy planning. Which technologies can we use for energy storage, how can we put them into use in the energy system, and how can we make energy stores interact with the overall energy system of society?

"The promotion of renewable energy involves political and economic instruments and business interests as well as research into sustainable energy technologies. Through this workshop we want to bring together key players in society to pave the way in a joint effort for more renewable energy. Not just in Denmark and Europe, but globally. We want to help developing countries find new ways for sustainable development, "says Director Henrik Bindslev, Risø DTU.

The programme of the workshop includes presentations by more than 30 leading international experts from research, industry and authorities. The workshop will give specific recommendations in order to get more renewable energy at the local, regional and global levels.

The workshop is part of DTU Climate Change Technologies programme, which is to provide a better platform for finding solutions to the climate change challenge.

Govt to spend Rs 9,000 cr annually for revised pay to teachers

NEW DELHI: The government will have to provide for a whopping Rs 9,000 crore annually from the exchequer for paying revised salary and allowances
to over five lakh university and college teachers. The revised salary package, announced yesterday, offers hefty hikes effective from January 1, 2006.

"As per the calculation we have done, about Rs 9,000 crore will be spent annually for implementing the revised pay of university and college teachers in the country," Higher Education Secretary R P Agrawal told PTI today.

He said the Finance Ministry will make the budgetary provision soon for the purpose.

As per the announcement, financial assistance will be provided by the Centre to the states which may opt for these revised pay scales, to the extent of 80 per cent of the additional expenditure for implementing the revised pay scales for the duration from January 1, 2006 to March, 31, 2010.

The Rs 9,000 crore include the assistance to be given by the Centre to the states till 2010 March, he said. After 2010 March, the Centre will stop providing assistance to the state governments for this purpose.

The UGC-appointed Prof G K Chadha committee had recommended the raising of the retirement age for university and college teachers to 65 years. Agrawal said that the retirement age has been made 65 years in the central universities.

"As far as the state universities are concerned, we have asked the states to raise the retirement age to 65 years. But we cannot force them," he said.

Student Project at RISO -Denmark

The aim of the project is to perform calculations of neutron and gamma fluxes for the Collective Thomson Scattering diagnostic system planned for ITER

Calculation of neutron and gamma fluxes for the Collective Thomson Scattering (CTS) Diagnostics system for ITER with emphasis of parts of the system positioned in port plug #12.

The project will contribute towards developing neutron calculation capabilities for the ITER fusion environment. Calculations of neutron and gamma fluxes for ITER are performed with the MCNP Monte Carlo code. The project aims at performing calculations of neutron and gamma fluxes for the Collective Thomson Scattering diagnostic system planned for ITER.

Last year a student developed a simplified 40 degree geometric input model to MCNP-5 of parts of the ITER-machine including both inboard and outboard components. This model was benchmarked against a 20 degrees reference model called ITER FEAT with success.

The new work involves setting up more details in the geometric input model of especially port plug #12, where main parts of the Collective Thomson Scattering (CTS) Diagnostics system for ITER being developed at Risø DTU is positioned. However, other equipment is also present at the Port plug and need to be included in the input model. Design data is available from the CAD/CAM program CATIA. The project will be made in collaboration with the plasma group at Risø DTU.

The Monte Carlo program MCNP-5 is available in a multiprocessor version at the Mary Linux cluster at Risø DTU comprising 240 CPU units. This gives sufficient possibilities for making parametric studies with the input model of the neutron and gamma flux in the port plug. E.g. different material compositions, different dimensions and so on and so forth.

UNEP Risoe Centre launches publication on a reformed CDM

Since the Kyoto Protocol entered into force in 2005, the CDM has developed very rapidly with more than 4000 projects in the pipeline and a further 120 new projects entering the pipeline every month.

At the same time, the CDM has encountered a number of challenges and weaknesses, including unequal distribution of projects, concerns about environment integrity, and the lack of technology transfer, complex governance procedures, and questions about the CDM’s contribution to sustainable development.

Perspectives 2008 - A Reformed CDM – including new Mechanisms for Sustainable Development tries to answer the question “Where to from here?”

“This second edition of Perspectives explores how the CDM can be improved as negotiators prepare for a post 2012 climate agreement,” says Karen Olsen, Editor of Perspectives and researcher at UNEP Risø Centre.

Perspectives presents diverse insights on reforming and reinforcing the CDM in a post-2012 climate regime from 17 leading actors in the rapidly developing carbon market.

The goal of compiling these views is to better inform the decisions of professionals and policy makers in the lead-up to the Copenhagen COP and beyond.

“The success of the CDM has demonstrated the value of carbon markets as one tool to achieve internationally agreed political targets, but there are still concerns to be addressed and new mechanisms for sustainable development to be considered, “Jørgen Fenhann, co-editor and senior researcher, says.

The challenge being most discussed now is how to build off the existing CDM to create a much greater participation from developing countries post 2012 that can help them substantially transit to a development path free of damaging carbon emissions. “Solar energy, the ultimate option to meet growing energy needs”

CHENNAI: Solar energy, especially solar thermal, is the ultimate option to meet the growing energy needs, according to Mohan Verghese Chunkath, Chairman and Managing Director, Tamil Nadu Energy Development Agency (TEDA).

Addressing the inaugural function of the Energy Summit, organised by the Confederation of Indian Industry (CII) here on Monday, he said cost advantage was possible only with solar thermal plants of 200-250 MW and not plants of smaller capacities (1 MW or 5 MW). In the case of solar thermal, plants with heat storage facility would be preferable.

Explaining why there were no takers for the solar thermal technology, Mr. Chunkath said besides the lack of expertise in the country, the technology was closely held even globally. By 2011, plants of an aggregate capacity of 4,000-5,000 MW would be established in the four western States of the United States -- California, New Mexico, Arizona and Nevada.

Though cogeneration and biomass types of renewable energy were firm sources, their variable cost had spiked in recent years. But, in respect of solar, wind and geothermal energy, the variable cost was virtually nil.

Shiv Das Meena, Executive Director of the Tamil Nadu Electricity Board, said it planned to replace incandescent lamps throughout the State with compact fluorescent lamps. Bids had been received, and were being examined . The project, if implemented, would result in savings of 300-400 MW.

Calling for savings by domestic consumers, he said even if each household saved 10 watts, this could result in the saving of 150 MW, given that there were 1.5 crore domestic connections.

As part of the short-term measures to tide over the power crisis, the Board permitted high-tension industrial establishments to transfer their quota (fixed by the Board on the base demand and energy) from one unit to the other, if both units were owned by the same entity.

Manikam Ramaswami, chairman, CII-Tamil Nadu, said they were planning to take up an energy saving project among domestic consumers and working on a concept paper on energy conservation and efficiency.

Calling for a holistic analysis of the pattern of consumption in the State, Mr. Ramaswami said the domestic consumption was on the rise in recent years, with the per capita income increasing.

Cong wins Delhi, Mizoram, Raj; BJP MP, Chhattisgarh

New Delhi (PTI): Putting up an impressive show in the Assembly elections, the Congress on Monday worsted the BJP in Rajasthan, scored a hat trick in Delhi and regained power in Mizoram while the saffron party had to remain content with retaining Madhya Pradesh and Chhattisgarh.

While the Congress got clear majorities in Delhi and Mizoram, it may be slightly short of the majority mark of 101 in Rajasthan winning 74 seats and ahead in 23 others. The ruling BJP has won in 52 seats and was ahead in 26.

The BSP has won four seats and was leading in one while independents have bagged 11 and were ahead in four. Others won four seats and were leading in one. Led by Shiela Dikshit, the Congress retained power for the third consecutive term in Delhi, winning 40 seats in the 70-member Assembly in a keenly fought battle.

The BJP, which was hoping to wrest power after 10 years, was left behind at 22 seats. The BSP won two seats while INLD and LJP bagged one each. Results for three seats are yet to be declared. Bagging a two-thirds majority in Mizoram, the Congress wrested power from the Mizo National Front after a decade, winning 29 of the 40 seats.

The elections, seen as the 'semi-final' ahead of the Lok Sabha polls next year, brought cheer to the Congress which had faced a debacle in 13 states after coming to power at the head of a coalition at the Centre in 2004.

The BJP, which hoped to cash in on the terror card and sweep in all the states barring Mizoram, managed to retain their grip on power in Madhya Pradesh and Chhattisgarh on the development plank, breaking the jinx of failing to get re-elected in any state other than Gujarat.

Oil falls to lowest in more than three years

Fuel demand has dropped as the US economy slowed. The US first entered a recession in December last year, the panel of economists that dates American business cycles said yesterday. Prices are also lower because Organisation of Petroleum Exporting Countries (Opec) ministers put off debate on a second cut in output in as many months during a meeting last week.

Vestas to supply 100 wind turbines for Thanet offshore wind farm

Vestas Wind Systems has received an order to supply 100 units of its V90-3MW wind turbine for installation at the Thanet offshore wind farm, 11.3km offshore from Foreness Point in the Thames Estuary on the easternmost part of the Kent coastline in the UK. The order has been placed by Vattenfall Wind Power.

The order comprises design, supply, construction, testing and commissioning of the 100 wind turbines as well as a five-year operation and maintenance contract. Vattenfall is responsible for foundations, offshore and onshore cables with substations and offshore installation vessels.

Delivery of the turbines is expected to take place during 2009 and 2010, and installation of the wind power plant will take place in 2010.

Anders Dahl, head of Vattenfall wind power, said: "As Vestas is one of the world leaders within wind power manufacturing, we feel very confident in choosing Vestas to supply turbines for the Thanet offshore wind farm. Being one of the first Round 2 projects to be built, it is of utmost importance that the Thanet wind farm becomes a success and it is our firm conviction that the agreement with Vestas helps to ensure the commitment needed to make this a reality."

In India, after the first case of HIV was detected in Chennai in 1986, the virus spread rapidly across the nation in both urban and rural areas. Since then, the HIV epidemic has travelled a long way, establishing itself with the greatest speed in the six high prevalence states of Andhra Pradesh, Maharashtra, Manipur, Nagaland, Karnataka and Tamil Nadu. The natural history of the HIV epidemic has played out in various forms - from the injecting drug use-driven epidemic of the North East seen in Manipur and Nagaland, to the sex work-driven epidemic of the south of India.

Since, every country and every government needs to have a solution to deal with such an issue; the government formulated the National AIDS Control Programme. Here are more details about this programme.

Phases of National AIDS Control Programme :

Phase-I (1992 - 1999) was implemented across the country with objective to slow the spread of HIV to reduce future morbidity, mortality, and the impact of AIDS by initiating a major effort in the prevention of HIV transmission.

Phase-II (1999 - 2006) was aimed at reducing spread of HIV infection in India and strengthen India's capacity to respond to HIV epidemic on long term basis.

Some of the significant achievements of NACP-I & II are :
Scaling up PMTCT and VCCTC services especially in the high prevalence states.
Increasing access to free ARV is one of the major achievements of NACP-II. The national program for ARV provision has motivated other State Governments (Kerala and Delhi) to announce provision of free ARV from the State Exchequer which is also a good sign.
Recognizing the need of care and support for people living with HIV and AIDS and scaling up of Community Care Centers.
The effectiveness of the condoms as one of the safest methods to prevent and control the spread of HIV and other STIs has been well established.
Initiating the process for developing draft legislation on HIV and AIDS.
With the growing complexity of the epidemic, there have been changes in policy frameworks and approaches of the NACP. Focus has shifted from raising awareness to behaviour change, from a national response to a decentralized response and an increasing engagement of NGOs and networks of people living with HIV/AIDS. The National AIDS Prevention and Control Policy and the National Council on AIDS (NCA), chaired by the Prime Minister, provide policy guidelines and political leadership to the response.

Phase-III (2007-2012) is based on the experiences and lessons drawn from NACP-I and II, and is built upon their strengths. Its priorities and thrust areas are drawn up accordingly and include the following:
Considering that more than 99 percent of the population in the country is free from infection, NACP-III places the highest priority on preventive efforts while, at the same time, seeks to integrate prevention with care, support and treatment.
Sub-populations that have the highest risk of exposure to HIV will receive the highest priority in the intervention programmes. These would include sex workers, men-who-have-sex-with-men and injecting drug users. Second high priority in the intervention programmes is accorded to long-distance truckers, prisoners, migrants (including refugees) and street children.
In the general population those who have the greater need for accessing prevention services, such as treatment of STIs, voluntary counselling and testing and condoms, will be next in the line of priority.
NACP-III ensures that all persons who need treatment would have access to prophylaxis and management of opportunistic infections. People who need access to ART will also be assured first line ARV drugs.
Prevention needs of children are addressed through universal provision of PPTCT services. Children who are infected are assured access to paediatric ART.
NACP-III is committed to address the needs of persons infected and affected by HIV, especially children. This will be done through the sectors and agencies involved in child protection and welfare. In mitigating the impact of HIV, support is also drawn from welfare agencies providing nutritional support, opportunities for income generation and other welfare services.
NACP-III also plans to invest in community care centres to provide psycho-social support, outreach services, referrals and palliative care.
Socio-economic determinants that make a person vulnerable also increase the risk of exposure to HIV. NACP-III will work with other agencies involved in vulnerability reduction such as women's groups, youth groups, trade unions etc. to integrate HIV prevention into their activities.
The strategic objectives of NACP-III are:
Prevent infections through saturation of coverage of high-risk groups with targeted interventions (TIs) and scaled up interventions in the general population.
Provide greater care, support and treatment to more people living with HIV/AIDS.
Strengthen the infrastructure, systems and human resources in prevention, care, support and treatment programmes at District, State and National levels.
Strengthen the nationwide Strategic Information Management System.
The specific goal of this phase is to reverse and stabilize the spread of AIDS by reducing the rate of incidence by 60 per cent in high prevalence States and by 40 per cent in vulnerable States.
Current Scenario :

HIV situation in the country is assessed and monitored through regular annual sentinel surveillance mechanism established since 1992.As per the recent estimates using the internationally comparable Workbook method and using multiple data sources namely expanded sentinel surveillance system, NFHS-III, IBBA and Behavioural Surveillance Survey, there are 1.8 - 2.9 million (2.31 million) people living with HIV/AIDS at the end of 2007. The estimated adult prevalence in the country is 0.34% (0.25% - 0.43%) and it is greater among males (0.44%) than among females (0.23%). The overall HIV prevalence among different population groups in 2007 continues to portray the concentrated epidemic in India, with a very high prevalence among High Risk Groups – IDU (7.2%), MSM (7.4%), FSW (5.1%) & STD (3.6%) and low prevalence among ANC clinic attendees (Age adjusted - 0.48%).

Key Achievements under NACP:
Promotion of voluntary blood donation has enabled reducing transmission of HIV infection through contaminated blood from about 6.07% (1999), 4.61% (2003), 2.07% (2005), 1.96% (2006) to 1.87% (2007).
The number of integrated counseling and testing centres increased from 982 in 2004, 1476 in 2005, 4027 in 2006, 4567 in 2007 and 4817 in 2008 (till September, 2008). The number of persons tested in these centres has increased from 17.5 lakh in 2004 to 37.9 lakhs in 2008-09 (August, 2008).
In the year 2007, a total of 3.2 million pregnant women accessed PPTCT services at ICTCs across the country of which 18449 pregnant women were diagnosed to be HIV +ve. Of these 11460 (62%) pregnant women and the infants born to them received prophylactic single dose Nevirapine to prevent parent to child transmission of HIV.
The number of STI clinics being supported by NACO has increased from 815 in 2005 to 895 in 2008. The reported number of patients treated for STI in 2005 was 16.7 lakh, in 2006, 20.2 lakh and in 2007, it has increased to 25.9 lakh.
As of September 2008, 5,61,981 patients have been registered at ART centers and 1,77,808 clinically eligible patients are receiving free ART in Govt. & inter-sectoral health sector. This is achieved through 179 ART centers across 31 states. Total 159 Community Care Centers are established across country of providing Care & Support Services to PLHA's.
The Targeted Intervention (TI) projects aim to interrupt HIV transmission among highly vulnerable populations. Such population groups include - commercial sex workers, injecting drug users, men who have sex with men, truckers and migrant workers. As on date, 1132 Targeted Interventions are operational in various states and UTs in the country.
Combating HIV
It is easy to fight against HIV/ AIDS if people lead by example. Also, we need to inform others about AIDS and empower them, so that they make safe choices.

People who may be infected with HIV need society's support and protection. They are not a threat to society. They have the right to live their life with dignity and continue with their jobs without losing their earning power. Every Indian needs to uphold the dignity of people living with HIV so that they can live secure harmonious lives.

The countrywide response to the National AIDS Control Programme of the Government has been constructive and yielded positive results. This shows the way forward in controlling the spread of this disease and soon making the country AIDS free.

Petrol price cut by Rs 9, diesel by Rs 4


ISLAMABAD: The Oil and Gas Regulatory Authority (Ogra) Sunday evening announced Rs 9 to Rs 13.5 per litre reduction in petroleum products with immediate effect. This is the third relief measure in real terms since November, fixing petrol price at Rs 57.66 per litre, diesel at Rs 48 per litre, HOBC at Rs 72.08 and kerosene oil at Rs 51.87.

The decision of decreasing petrol prices by Rs 9 per litre, kerosene oil by Rs 5 and high-speed diesel by Rs 4 will be applied with immediate effect. Prices of High Octane Blendin Component (HOBC) have also been reduced by Rs9 per litre. Likewise, the prices of Light Diesel Oil (LDO) have also been reduced by Rs5 per litre. The new prices of High Speed Diesel (HSD) after reduction of Rs4 per litre will be notified by the respective oil marketing companies.

The government had reduced the POL prices on November 15 and November 1 earlier this month. Experts say it will help reduce inflation in the country for which the Sate Bank had also increased the discount rate to 15 per cent.

BHEL, TNEB form JV to set up supercritical thermal power project

Bharat Heavy Electricals and the Tamil Nadu Electricity Board have formed a joint venture company for setting up the first supercritical thermal power project in Tamil Nadu, India.

The joint venture (JV) has been set up for the execution of the first 2x800MW supercritical thermal power project in Tamil Nadu, with principal equity stake from Bharat Heavy Electricals (BHEL) and Tamil Nadu Electricity Board (TNEB).

With a total capital outlay of around INR87 billion, the project is expected to be the first supercritical power project to be installed in the state of Tamil Nadu and will strengthen the power availability in the state.

The present installed power generating capacity in the state of Tamil Nadu is 10,122MW, of which 5,808MW is contributed by BHEL sets. The boilers and the turbine generators will be manufactured by BHEL to technology in technical collaboration with Alstom and Siemens respectively.

These 800MW coal-fired units will be able to harness the multiple benefits of higher plant efficiencies and economies of scale, and will generate electricity in an environment friendly manner.

Acciona's Indian wind farms certified as CDM projects

Acciona has announced that the Clean Development Mechanism of the United Nations Framework Convention on Climate Change, has agreed to register two wind farms owned by the company in India as clean development mechanism projects.

The two wind farms have been registered by the United Nations as eligible projects under the clean development mechanism (CDM) contained in the Kyoto Protocol.

Their renewable energy production over the 10-year period stipulated will avoid the emission of 882,400 tonnes of CO2 that would have been generated to produce the same volume of electricity from power generation plants in the Indian state of Karnataka in that period of time.

The company that owns the wind farms will obtain certifications of emissions reductions (CERs) that it could then sell in the emissions trading market. Acciona currently has another two wind farms with a total capacity 116MW at an advanced stage of administrative processing in India. Applications will also be made for them as CDM projects.
