PSU push soon for renewable energy

The ministry of new and renewable energy (MNRE) is considering a proposal to set up a company for generating power from renewable sources. The government is expected to be a 100% owner of the proposed firm and it will tap solar, geothermal, wind, biofuel and biomass sources for power generation.

This will be the first PSU generating power from renewable sources. So far, public sector companies National Thermal Power Corp (NTPC) and National Hydro Power Corp (NHPC) are primarily engaged into coal and hydel power generation, respectively.

“The ministry is examining the possibility of setting up a PSU in the renewable energy sector. There are public sector companies such as NTPC and NHPC that are stepping on to renewable power generation. We, therefore, would like to evaluate the proposal,” MNRE secretary Deepak Gupta told ET.

The idea behind the proposal is to have a dedicated power generation firm directly under the central government to tap renewable energy sources. MNRE has promoted a company, Indian Renewable Energy Development Agency (Ireda), that focuses on funding renewable energy initiatives.

The Standing Committee on Energy and Committee on Public Undertaking has endorsed the proposal. “It suggested that a separate PSU would bring more focus to the capital-intensive renewable sector and support the industry in a big way. A PSU would act as a catalyst and provide leadership role in exploring renewable energy sources and set up power plants,” an official in the government, who didn’t wish to be named, said.

""Renewable energy is definitely a focus area for the government as the country needs to tackle climate change while placing a greater emphasis on continued economic growth. As we have set no target for the reduction on greenhouse gas emissions, we must reduce reliance on fossil fuels and rather use renewable energy sources for generating power and other economic activities,"" he said.

However, the government is being cautious as the cost of renewable power generation is a major issue in India. “One has to keep in mind that power generated from renewable sources is costly in comparison to the power generated by PSUs in other sectors. Also, till now, it has been pushed through private investment. A proposal to put in public money in such an affair has to be examined before we step into it,” he added.

The gross installed capacity of grid-interactive renewable power in the country is estimated at 11,273 mw, which accounts for 8% of the total installed generation capacity in the country. While total power capacity is estimated at 2,00,000 mw by the end of the 11th Plan, the government has set a target of 24,000 mw to come from renewable energy.

Suzlon-subsidiary to develop 1,500 MW wind projects in Gujarat

Suzlon Gujarat Wind Park Ltd. (SGWPL), wholly owned subsidiary of Suzlon Energy Ltd., the world’s fifth leading and India’s largest wind turbine manufacturer*, announced the signing of an Memorandum of Understanding (MoU) with the Government of Gujarat for developing wind power projects of up to 1,500 MW in the Kutch-Saurashtra region of Gujarat.

SGWPL will play the role of a developer and provide single-window solutions to customers investing in the project, facilitating permits and regulatory clearances, land, basic services and infrastructure etc For Suzlon it is part of normal operating working capital and will not result in any incremental capital outlay.

The MoU builds on the friendly investment climate for the wind sector created by the recent ‘Amendment of the Wind Policy 2007’ announced by the Government of Gujarat. This development will create a good investment opportunity for customers and also create a win-win proposition for the company, customers, government and other stakeholders.

Conference organizers are now extending the first Call for Papers to be presented at WWEC2009 on Jeju Island, South Korea. Those interested in contributing to the WWEC2009 programme are invited to submit a concise abstract profiling your research or topic area. WWEC2009 seeks submissions covering Wind Energy as well as all other Renewable Energy Technologies, and will give special consideration to papers showcasing the utilization of onshore and offshore wind power with a special focus on supplying islands. WWEC2009 Wind Power for Islands will also take up the theme of the previous WWEC2008 Community Power and discuss how communities of islands can best benefit from wind and renewable energy utilization.

Successful papers will be extended an invitation to give an oral presentation in the conference programme or participate in a poster session. Those submitting an abstract attest they own the content and have the authority to grant WWEC2009 the permission to include the abstract, paper and presentation in the final conference proceedings.

The WWEC2009 Call for Paper timeline is as follows:

Requirements
All abstracts should be concise and clearly state results, objectives or key components of the paper. They should not exceed 500 words and should contain a list of key words. An electronic copy must be submitted to papers@2009wwec.com by 20 January 2009.

Full submission
Abstracts that have been selected for oral or poster presentation will be notified by the beginning of March 2009. The final full text papers must be submitted by 31 March 2009 to be included in the proceedings of the Conference.The final papers must be submitted electronically in WORD format, Font Arial 12, Paper size A4, top margin 3cm, bottom margin 2 cm, left margin 3 cm, right margin 2 cm. Do not include page numbers. The final paper must not exceed 10 pages, figures must be numbered consecutively and be submitted separately in GIF or JPEG format. All papers must be referenced and include a bibliography or works cited list.
The final project should not have been published before.

Presentations
The final presentation requirements will be published at a later date and may vary between each session.

Decisions
The International Programme Committee will review and select papers for presentation and postering in early 2009. All successful submissions will be notified by 10 March 2009.

Gujarat govt announces new solar power policy

The Gujarat government, on Tuesday, announced its Solar Power Policy, 2009, ahead of the Vibrant Gujarat Global Investors’ Summit. The policy aims at tapping the vast potential for solar energy in the state and transforming it into an “integrated solar generation hub” of the country.

Under the policy, the first of its kind being introduced in Gujarat, the government promises a slew of incentives to prospective developers who may want to set up solar power projects in the state. However, the benefits of this policy will not be available to projects set up under the Union Ministry for Natural and Renewable Energy’s (MNRE) incentive scheme for solar power generation.

Announcing the new Solar Power Policy, Minister of State for Energy, Saurabh Patel, said the developers will be allowed to sell for 25 years energy generated from their projects to licensee distributors in the state under a Power Purchase Agreement (PPA) to be specified by the state utility, Gujarat Urja Vikas Nigam Limited (GUVNL).

The government has fixed a tariff of Rs 13 per unit for the first 12 years for the sale of energy by those photovoltaic solar projects commissioned before December 31, 2010, and Rs 3 per unit for the remaining 13 years.

The tariff fixed for other projects commissioned before March 31, 2014 is Rs 12 per unit for the first 12 years, and Rs 3 per unit for the remaining 13 years.

Patel said exemption from the payment of duty will be given for electricity generated from solar power generators (SPGs) used for self-consumption, or sold to the third party or distribution licensees.

Under the policy, the wheeling of electricity generated from the SPGs to desired locations for self-use within the state will be allowed at a charge of two per cent of the energy fed to the grid.

A maximum of 500 MW SPG will be allowed for installation during the operative period (upto March 31, 2014) of the solar power policy. The minimum project capacity of an SPG, in the case of solar photovoltaic (SPV) and solar thermal (ST) will be five MW each.

The minister said distribution licensees in the state are mandated to purchase solar power as per limit/sub-limit specified by the Gujarat Electricity Regulatory Commission (GERC) from time to time. The Gujarat Energy Development Agency (GEDA) and Gujarat Power Corporation Ltd (GPCL) will be the government's nodal agencies for facilitation and implementation of the policy.

It is envisaged in the policy to provide clean development mechanism (CDM) benefits to solar power project developers. They would, however, have to pass on 50 per cent of the gross CDM benefits to the licensee distributors with whom a PPA is signed.

A four-member committee headed by the Principal Secretary (Energy) has been set up to approve solar power projects on merits.

Karnataka, BHEL speed up 3 power projects

Bangalore, Jan. 5 In a bid to speed up the capacity to meet the steep demand for energy, the Karnataka Government has advanced the development of three power projects (of 660 MW each) in collaboration with the Bharat Heavy Electricals during the 11th Five-Year Plan period itself against its original decision to take them up in 12th Plan.

The three projects would be located at Edlapur and Yeramaraus in Raichur district. Yeramaraus would have two projects of 660 MW each. The Government would be signing MoUs with BHEL in Delhi on January 12. It will also be entering into a separate MoU on the same day with the National Thermal Power Corporation for setting up a 4,000-MW thermal power project at Kudigi in Bijapur district, said the Minister for Energy, Mr K.S. Eshwarappa.

Addressing a press conference here on Monday, he said the details and cost of the three projects would be announced after the MoU was signed. He said KPCL (Karnataka Power Corp Ltd) and BHEL would invest 26 per cent each in the projects. Boards of BHEL and KPCL had given their approvals for the projects, he added.

KPCL would be setting up a Special Purpose Vehicle with BHEL to implement the projects, said the Principal Secretary, Energy, Mr K. Jairaj. The State would be negotiating for obtaining 3,000 MW of power supply form the mega project for its own use.

Mr Eshwarappa said the Government has also decided to set up 270 MW hydro electricity project at an estimated cost of Rs 600 crore at Shivanasamudra.

The proposal would be placed before the next Cabinet meeting.

Head - Sales & Marketing (Ref-SMC):

Head - Production (Plant Manager) (Ref-PM):
Person will be based in Pondicherry and will be responsible for overall operations of the plant, to coordinate all manufacturing and production operations by adhering to adequate quality and Health & Safety (H&S) standards and by delegating and controlling the areas of production, plant H & S, plant quality, warehouse, maintenance, manufacturing, engineering and reporting performance on Plant KPI's. Should be an expert in shop scheduling, budgets, and labor efficiency. Should have knowledge of KANBAN, LEAN and other process improvement techniques. Strong negotiation skills with staff, customers, suppliers and subcontractors. Being Plant manager he will also be responsibility for Liasoning with Govt. authorities and local bodies. Should be a Graduate or equivalent with minimum 8-10 years of experience. Candidate with experience in Wind Energy sector and knowledge of Spanish will be preferred.

Head - Planning (Ref-PP):
Person will be based in Pondicherry and will e responsible to develop and implement THE global planning for Gamesa in India, for all areas of operations from procurement, manufacturing, delivery, site find farm construction until successful WTG commissioning. Functions include: validating supply process MRP, report evolution, updating of capacity analysis, support to sales team to assure capacity meets demand. Should be a graduate with relevant experience of minimum 5 years.

Head - Human Resources (Ref-HRP)
Person will be based in Pondicherry and will be responsible for all HR & administrative activities of the company. Will be responsible for compensation and benefits, recruitment, induction, training, employee welfare, employee development, organizational development, liaison with related Govt. department. Should have knowledge of labour laws. Good interpersonal and soft skills. Should be an MBA (HR) or equivalent with minimum 5 years experience in the development and implementation of human resources policies preferably in the industrial sector.

Head - In Plant Quality (Ref-QI):
Person will be based in Pondicherry and will be responsible for approval of suppliers and components at their end, Inward goods inspection, In process inspection of WTG assemblies, development and implementation of quality systems in factory, ideal candidate Should be an Engineer with minimum 5 years of experience in quality assurance in materials (castings, forgings, machining), electrical and hydraulic components with sound knowledge of NDT, metrology and welding etc.

Head - Wind Farm Engineering (Ref-FC):
Person will be based in Chennai and act as Head of Engineering for the site related activities, civil works (roads, platforms and foundation), and electrical works (underground or overhead MT / HT lines, substation, point of interconnection to SEB). He will take care of preliminary and detailed project design for wind farms and for specification of site related products / services. Should be Engineer with experience of 10-15 years in design and preferably field experience in the project industry sector.

Head - Wind Farm Development (Ref-WFD):
Person will be responsible for wind farm development, preparation of pipeline for new wind power project across India, from wind resource assessment, licenses, access to land and evacuation, liaisoning with Nodal Agencies and State Electrical Boards. Should be an Engineer with minimum 7 Years in setting up wind projects in India.

Head - Logistics India (Ref-LI):
Person will be based in Pondicherry and will be responsible for inbound and outbound logistics, defining and implementing logistics strategies, International logistics, customs management, and harbor operations handling, in air/ship/road (preferably special transport, big parts), for every activity of SCM, finalizing contracts with logistic suppliers, cost analysis and reporting performance on logistic KPI's. Should be an Economics graduate or Business Management with qualification in Logistics or Supply Chain, with minimum 3 Years as Manager Logistics.

International Climate Champions 2009 [15-Jan-09 - Registration close]

British Council, in partnership with The Energy and Resources Institute (TERI), has launched The International Climate Champions 2009.



The programme aims to select 60 young Indians as ambassadors to communicate the message of Climate Change and work on mitigating its effects in India.

Climate Champions a youth oriented programme aims to inspire young people and work with them towards spreading the word on Climate Change and its effects.

There are currently 200 International Climate Champions in 13 different countries recruited by the British Council through an annual competition and the aim is to spread the network to all the countries where the British Council works and to engage up to 2000 International Climate Champions.

In 2008, 20 Indian Climate Champions were selected through a country wide rigorous competition by an expert jury. Three of these young champions were selected as International Climate Champions 2008 and represented India at meetings in London and G8+5 summit in Kobe, Japan.

The International Climate Champions competition for India sets out to identify 60 outstanding young people aged 18-21 who
* can carry out a climate change project in their school/college or community
* network with like-minded young Champions from around the world, sharing ideas and best practice
* represent India on climate change.

The 2009 competition to find the next 60 Champions will be open between 5 December 2008 to 15 January 2009. The new Champions will start their 'year in office' in early February 2009.

Eligibility Criteria

* A permanent resident of India.
* Between the ages of 18 - 21 years (as on January 2009)
* Passionate about the environment and climate change.
* Have a basic knowledge of the facts behind climate change.
* Be enthusiastic and show determination to make a difference.
* Happy talking in front of others (don't worry, we're not looking for professional TV celebrities!)
